[Lowfer] WSPR time issue

Hi Andy, Rick, Ralph,

I wondered myself if it was a "daylight saving"  and/or time zone issue.  In checking that out, I discovered that I
had a problem with syncing D4 with the NRC time standard, so for the time being I've completely removed D4
from the computer (Win98 OS) and set the clock to the correct local time with my GPS.  Upon restarting WSPR
the time it displays is 4 hours fast, which I expected since WSPR time is always UTC, right?  I guess my main
question is "Does WSPR pays attention only to the minutes and seconds to synchronize?"
