There is no mention in the regulations of anything "acting" like anything.

I think one should not "try" to follow or consider any unwritten "intent" of
any of the regulations.  They are written out quite well, what is permitted,
what is not under what conditions.  The whole problem has arisen from
interpretation of what is not in the rules with considerable extra verbiage
added.

One would never have a concern with following the letter of the law as it is
written without adding or skirting anything.  Worst case, the FCC would look
at it and tell you PRECISELY how things should be done, as stated in the
rules.  Personally, I think it's zero chances in one of this happening.
