Looking at this web site,  I see the old parabolic TV dish used as a "top 
Hat" doesn't calculate this added radius of the parabolic dish in this set 
up as part of the antenna length.  I can understand this if the dish is 
considered just a larger diameter of the radiator.  but, if considered a 
short inverted L, then the radius of the antenna would be considered part of 
the length.
