The wrath of the NAB would be my guess. :-)

Those guys have serious clout in DC and with the FCC.

Only half joking. Look at the requirements they put on unintentional radiators 
and then think about electric utilities with 15 to 35 kV running all over the 
place. Meething the requirements is tough. (And I know there are a lot of 
places that don't.)

Several years ago I was involved in testing some equipment that was to be 
connected to the power line and they actually used a selective voltmeter to 
make sure there wasn't more than a few microvolts of RF "hash". (I forget the 
exact level, but it's in some IEEE standard.)

When I commented on the fact that the requirements seemed very stringent I was 
told that all of the IEEE standard was written by utility distribution 
engineers except for that particular part which was forced into the standard 
by engineers brought in by the NAB.

Not sure that is the real story, but I have spent some time dealing with the 
FCC and my impression has always been that they avoid any confrontation they 
can with the NAB.
