Hi Andy,
You should see a 5v p-p signal out of a divider IC. I am sure there is a schematic on Lyle's site for the Epson based Lowfer transmitter. I built one many years ago. I'd like to say the design calls for a AC version of the divider chip rather than a LS version. The AC version's are likely faster switching time chips. I can't recall at the moment what the specific part number is. I can find out when I get home later this morning if someone else doesn't beat me to it.
