[Lowfer] [part15] " XR " got thirsty

Charlie:

I checked the datasheet, and mine is the Output Enable option.
I set ARGO on QRSS-3 to watch the shift, and when I touch, or
move the osc. chip it jumps around noticably. I can touch the
power connections and solder joints and it's steady,
