It'll settle in by itself. Don't use salt. It'll only cause corrosion 
problems. If it is a copper plated steel rod then you know what will 
happen when that salt finds the nicked copper on that rod...hi hi...

If the soil won't settle on it's own around the rod, take some other 
soil from somewhere and mix it up good-N thin in a bucket with water and 
pour it around the rod until it is good-N filled in.
