[Lowfer] Lowfer WEB received in NE IL

I back up the June 17 reception report of WEB by Paul, K5WMS. Despite a 
large band of lightning activity between us, at 0830Z 6/20/09 I tuned 
for WEB and found it via ARGO QRSS-30, slow on 189.949.5 kHz. Signals 
were in and out of my noise floor until 1030Z (local sunrise was 1017Z). 
Great to copy this impressive beacon again at over 900 miles in the summer.
