Not sure whether this any help?  In UK there is a number which if you dial
you get an auto read back of your number. This is used by linesmen, say up a
pole to make sure they have the correct pair.

Also, allowing for UK differences, I'm still puzzled when you say you get a
busy tone on your desk set. To me that suggests that your pair has been
connected at exchange to show as 'out of service'

45v is about correct for a phone (loop disconnect dial, or DTMF dialing)
that is on hook, ie no dc path through phone. When off hook will drop to
lower voltage dependant on line length and phone characteristics.

You need linesman out to check line at your house, from what you say problem
is not your wiring.

Re ADSL - in UK and likely elsewhere, ADSL will often work even one one line
of the pair is open circuit. UK system for ADSL uses one line and ground,
however there is no ground connection at subscribers end, the other line
being seen by ADSL as ground.

Thanks Perry, Riese and Andy for the tips on my phone dilemma. All or most
of it I was aware of, still, a good basis for proceeding to resolution,
but...

Still have the condition/problem.

Here some facts as of latest testing.
1) Had another person call the phone co. about my line, which is a new
number. Phone co. says it tested okay and it works, but there was no answer.
(The phone hasn't had a ring in weeks.)
2) Scratching my head, I had a neighbor dial the number, it sounded normal
and ringing from HIS phone but only busy signal on my end while his had ring
tone.
3) At the enterence box, I disconnected the phone wires and downline from
the terminal box (oh, voltage measures abt 45V) clipped the standard red and
green wire pair to a temp phone jack. Plugger a desk set into that -- Same
Busy.

Interesting, I found CU corrosion only on the green outside terminal. But
after testing, I cleaned all wires, washers, nuts and applied grease then
assembled together.

Lacking other hints, I'm waiting for return of the original phone set that
was taken from this site around the time this problem happened. Basically,
I'm in backtrack mode.

It will all be worth it if I get phone service back WITHOUT having the house
rewired/refitted.
