there should be a jack outside ur house where the phone line comes in and
here you should be able to plug in a phone and separate your house wiring
if it works there than you have a short in your inside wiring
if it is bad there call the phone factory and they should fix it
the steady busy in odd as usually after a set time the busy should go
away and you end up
with blowtone,,,, sounds like you have a bad phone plugged in which
presents a solid short to the
line which is eventually timeing out and giving back the busy,,,, in the
York area which uses the GTD 5
switch you will time out to a loud tone ( used to be a howler ) and if
the phone is off hook will
make enough noise that you see the phone that is off hook and then reset
it
un plug your phone and call your number and see if it is still busy ,,
this will check the new phone
and could indicate house wiring or outside line problems
FYI
DSL is very robust and will work over a line that may not provide good
phone service
