[Lowfer] Lowfer WEB format?

Steve, a few weeks ago WEB was having some keying problems. His 
transmitter was mostly sending a steady carrier, once in awhile breaking 
into an ID or partial ID. Last time I looked for WEB was about a week 
ago and I saw an unstable signal with what might have been CW characters 
running together. It was on his frequency, but it may have only been noise.

I'll look again tonight.
