[Lowfer] Lowfer WEB format?

After trying to copy lowfer CV tonight, with perhaps a little success (I was
seeing something on his frequency), I switched to lowfer WEB. Lacking info,
I found some info on the LWCA site, frequency 189,950 Hz, sending QRSS30 on
CST odd hours, CW on CST even hours. I picked what I thought was an odd hour
(also corresponding, I think, to UTC odd hour, 07-08utc) and monitored it. I
received something on that frequency, consisting of two parallel lines
separated by 0.2 Hz, with the upper line on the listed frequency, and
nothing I could make out for obvious modulation or an ident.
Anybody know if WEB is currently on this frequency, and what the format is?
I can send a 125kb capture to anyone who'd like to examine it.
The signal level went down after about 0755 utc, but I'm still seeing
something on the listed frequency now, and traces of the second line 0.2 Hz
lower.
(This would be the first time to receive WEB, if what I'm seeing is actually
WEB.)
