[Lowfer] What is 3OHH ?

I'm seeing occasional reception of 3OHH tonight. Static is especially high
though which is not helping the fast QRSS mode. (520 NDB "F9" in New
Brunswick is decent copy, so conditions in that general direction are good
tonight, despite the high static.)
