[Lowfer] Online Receiver Up and Running Tonite For SAQ Transmission

Lionel Loudet in France has his online  receiver
up and running tonite for the upcoming Dec 24 SAQ CW  transmissions
on 17.2KHz. Transmission starting Dec 24 at 0730 UTC for  tuneups and 
the official message will start at 0800 UTC. The official  message
is usually less than 10 minutes long so be sure to catch  the
tuneups starting at 0730 UTC  -  0730 UTC corresponds  to
0230 AM EST.

Lionel uses the  .ogg format for his streaming audio.
Winamp does a good job of decoding the  .ogg format.
