[Lowfer] SIW in CT

WEB is coming in pretty well already (0350Z, 12/22/09) to NE IL. MP and 
CV are also doing well to the W5GJV grabber. Hopefully that implies a 
good propagation/quiet night for lowfer reception. But last night 
started out good too with WEB, WMS, CV, MP, XR, EAR, and TAG all copied 
by midnight. Then things fell apart. Time will tell if tonight is a 
repeat of that.
