[Lowfer] PBO in CT

Based on Jay's great daytime capture I listened over night around 
187.1988 kHz, using QRSS120 to squeeze out the last bit of sensitivity. 
I saw something at 187.1983 kHz that exhibited slight frequency shift 
but couldn't identify any code characters. I don't believe my tuning is 
that far off so this must have been a spurious response, not PBO. No 
doubt a better antenna is needed on this end. Let everyone know when PBO 
is QRV again and we'll try again.
