[Lowfer] Final adjustments made, streaming " SAQ " frequency now

Ok everybody; It's at the " it will, or it won't " point now.
I've peaked, and tweaked everything I can here. The lightning
from the big storm is still causing a lot of sferics on VLF,
hopefully it will die down some over the next few hours.
Some of you may have been experiencing disconnects, or audio
dropouts. I hope I cured that problem now with a change in the
software. Connecting to the audio stream is now a lot easier.

the left side of the page.

Also, I lowered the bitrate of the stream so more poeple can
connect. I hope it holds steady.
Receive is in CW mode with a 550 Hz offset / Pitch, and the
filter bandwidth is set at 150 Hz, just before the point of
annoying ringing. I plan to leave the server running until I 
get home from work on Thursday to catch the 08:00 UTC and the
16:00 UTC transmissions from " SAQ "
