Yes.  Since the resistance of the coil is fixed, then the Q will be
greatest when the inductance is the highest.

The highest inductance setting is when the adjustable coil is coaxial
with the outer inductor so that the inductance of both coils is
additive.  Minimum inductance is when the adjustable coil is rotated 108
degrees from the maximum inductance position.

Verified with my 166.5 KHz variometer and my inductance/Q meter.
