One easy way to so it is to use a pair of ancient SN7490's connected as
shown in the 1973 article available on my web site.

The article shows how to connect the 7490 to make it divide by any
integer from 2 through 10.  That means that you can use a pair of them
to divide by 4 and then by 7 to get a division of 28.
