I think at "major" airports that might be the case. I'm under the impression
(and it could be totally wrong) that smaller airports are responsible for
their own beacons. There are also "military" NDBs at airfields and such that
I think fall under DOD. I also know there are "private" beacons (like
LYQ-529) in operation.
But I'm also under the impression (again, could be totally wrong) that the FAA
does have coordination responsibilities to make sure all NDBs "play well
together".
