Here in the U.S., this work is all being done under experimental
licenses granted by the FCC. There are two major licenses, WD2XSH and
WE2XGR. The XSH license is overseen by Fritz Raab, W1FR, and was done
under the wing of the ARRL. The XGR license is a group put together by
Warren Ziegler, K2ORS. All but one of the people on these licenses so
far have been Amateur operators.
