[Lowfer] /16 on the air 506.20kc CW mode

I am curious as to this area.  I have always heard of the 1750 meter Band.

But all this activity just below the AM broadcast band, for some reason 
new to me.  Can anyone let me in on the rules, regs, when the band 
opened etc..
