Considering Pt 15 regs I think some of us are getting too tied up with the word "length". Step back and look at the antenna as a geometric shape and not an object made up from wire or pipe. That length in either vertical or horizontal direction cannot exceed 50ft. A square vertical plane loop antenna having 50 ft on a side has a length (width too) of 50 feet. In the case of the vertical a length of 50 ft would allow a height of 50 ft and a top hat diameter of 50ft. Most of the successful 1W lowfers use (or shall I say 'used' ?) this approach. It placed a 'resonable' limit on all of us for radiated power and we had loads of fun competing with each other for distance covered. ..... And we contributed to the advancement of low frequency transmitting techneques (for which there was little written - and some very wrong) in no small way.
