I can appreciate such a learned response (Hi, John). To he who said all are "fudging it": All? Paleeze!
Has that person done a survey/inspections or ...?
However the 15-meter rule is open to "interpretation," given the lack of practical exemplifications provided. And the Part-15 interpretations I am aware of are well-reasoned ones, more so that any to the contrary I know of.
One point pertains to using a top hat. Is that part of the vertical portion? No, but it IS understood to be counted in the 15-meter limit. But then if the the top-hat wire assumes the form of a "disk," what then? It has a diameter that is 2X that of a single wire.
It is this type of issue that some wink at and interpret logically and use the radius. One result applies to the Umbrella top hat.
Skeptics wince; believers, hoping for an edge rejoice and who can fault them for such cleverness? But mere "fudge"? Nyet!
