Do you have daylight time checked off on the Windows clock properties 
screen? For straight UTC, it should not be checked.

The signal is 1500 Hz above 507 kHz, i.e., 508.500 kHz. For whatever 
reasons, Joe thinks that receivers should be set for USB, and the 
signals centered on 1500 Hz. I believe he is looking at a 200 Hz 
passband, so that would be 1400 to 1600 Hz. So you DO have run an IF 
filter that will pass 1400-1700 Hz with the receiver set to 507 kHz, 
USB. The normal 2-3 kHz SSB filters will be fine.
