Hmm, JB,
Not exactly orthodox but I suspect that if such an arrangement encountering would also jeopardize the feed line or final amp, if Part-15, thereby still making for sparks. One should consider the latent time a mechanical device would take. Better to preempt such conditions by direct grounding. 

I feel all ground mounted verticals should be grounded at the base for certain bleed-off of budding charge build-ups.
Signal transfer could be of link or C-tapped to a slight base coil.

Hello Lowfers,

This is an off topic question concerning vertical antennas
that are insulated from ground.  If the bottom end of the
antenna was connected to ground (earth) via the coil of
a sensitive relay, would the buildup of charge due to a
nearby T-storm be enough to trip the relay?
