CODAR?  That has been around since earky '81.  Don't know about it
operating from bouys, I imagine they need a very stable platform, hard to
measure waves from a bouy being tossed about.  The pictures of the sites I
have seen are little buildings on the shore.

It is a wave height bouy, in Long Island Sound I believe. It is a
strange sweeping signal.
