The TS850 does have 1 Hz tuning accuracy, but it only displays the 
frequency to 10-Hz.   To tune in 1-Hz steps, first set the coarse 
frequency using the dial and digital display.  Then, in "fine" mode, 
use the microphone UP/DN buttons.  Each time you press UP or DOWN the 
frequency will increment/decrement
in 1-Hz steps.  So you have to count the number of times you press 
the buttons to know how many Hz up or down from the displayed value 
you are.  The display will change to the next appropriate value after 
10 presses, etc.
