[Lowfer] WEB beacon received

Despite complaints by the NDB crowd about excessive static noise, last 
night the WEB beacon on 189.95 kHz came in well to EN52ta, Elgin, IL, a 
954 mile path. It was first received using QRSS-30 slow about 0330Z 
12/11/08. The signal improved and ARGO captures showed the callsign in 
code throughout the morning hours until 1045Z when ARGO froze. No signal 
was noticed when checked at 1300Z, after local sunrise.
