I didn't say anything about Plate voltage.  You're reading too much into it.

Not many good & cheap transistors available then.

Hmm...can you or anyone say if this was before the implementation of Part-15 
rules (the early 70s)?

I've heard allusions to that but this is the first first-hand account of 
such. Just shocking  ;=)

For what it's worth....
I remember some early experiments with Ken Cornell "K" in Westfield NJ.  I
was using a 365 uuf varriable and a 2.5 Mhy RF choke for my ant tuner and
got consistently better reports than Ken with his basket weave coils.  As I
remember, we were both using 2E26s in the final ..... sort of 1 watt.
