Don,
For a short whip to be effective you need an extremely high input
impedance preamp attached directly to the whip (so called 'e-probe'
antenna). One of the best is the AMRAD active antenna:

This is a good article and gives some background on the design
objectives of an active or e-probe antenna.
Keep in mind that the whip will be omni-directional, if you live in
an urban environment with a high noise level you will probably be better
with off with a loop so that you can null out some of the noise sources.
