Parts 5 and 15 don't mix, unfortunately. The Part 5 stations can only 
communicate 2-way with other Part 5 stations or with stations in the 
Amateur service if the Part 5 license specifically permits it. Of 
course, if a relay is considered one-way communication, then it's 
probably OK.

As with everything else in this business, you can probably do whatever 
you want, but if you publicize it you run the risk of getting people in 
trouble. Back in the '80s, such arrangements were generally made 
privately, but the Internet leaves a pretty persistent trail...
