Interesting.  There has indeed been a change from the earlier wording of
their examples!

I considered the earlier version to pretty clearly indicate both conductors
must be counted toward the 15m limit (there used to be a similar example for
510-1705kHz, which seemed to emphasize the point) but I have to concede this
one appears a bit more ambiguous at first glance.

It could be a typo, but perhaps the earlier apparent meaning was wrong and
they actually intended to be a bit more generous with loops.  That is to
say, perhaps they are telling us 15 meters outbound current, if paired with
15 meters return current along a continuous conducting path,  is the same as
15m total for a short vertical.

Is a puzzlement...
