[Lowfer] VD13555.400 in PSK31 mode

Looks like you had partial copy of the message! "31" and "BURL" are both
part of the message and yes, the transmitter has been on since 1300 Z
today. T storms forced a shut down last night at 0600 Z last night.

This is the first copy from the opposite coast - in PSK31 no less.
