[Lowfer] NC LF on 185.800 kHz PSKŲ2 mode

NC LF beacon will be running overnight in PSKŲ2 mode on 185.800 kHz.

NC Lo-Medfer 510.510 kHz is off.  Hi-Medfer and Hifer are on.
