My present guess is that they would not. This is based on the stalling of my
experimental application because it includes space in the 166 kHz range. I
really wish that I hadn't included that along with the 136 kHz band, as
those apps have sailed right through. But it does indicate some concern
among the government agencies that have interests in the 160-190 kHz range.
My experimental app (and Mike's) is awaiting approval of an
intergovernmental agency, and I assume that any Part 15 rules change would
be given a close look by the same people.

That aside, the Lowfer wish list would still include:
- 1 watt transmitter output.
- No consideration of transmission line, so that the transmitter could be in
the shack.
- A 15 meter antenna definition that properly describes top loading and
loops.
