Thanks Lyle, I'll give the bypass cap a try.  Should help the reset problem.
I did wonder about having the R-2R network attached during programming.
Wouldn't be that hard to remove it while I program.  I'll let you know what
I find out.  Maybe I just have a couple chips with EEprom problems, I have 5
I'll try the rest and see.
