Your scope *may* be broken but I doubt it. Several times in my career I have
had scopes that I though were broken but were really fine. The fact that the
"dim glow changes with focus" indicates it is generating an electron beam.
And it is doubtful that both deflection systems broke at the same time. If
one did then we would expect to see a horizontal or vertical line or a spot.

So, in summary, I suspect that the spot is off-screen. Perhaps one of the
horizontal or vertical adjustment controls or tubes is dirty/broken so the
beam is sweeping but on the edge of the tube.

Some Tek scopes have a button called "spot finder" or something like that.
If you push it you should see the spot somewhere on the screen.
