[Lowfer] VD in PSK01

I have been monitoring VD's signal most of the day.  I haven't seen any
identifiable parts of the message but have a lot tens enclosed with
braces...{10}.

On the overnight copy all the lines with identifiable text were preceded with
the {10}.  See the text below in this message.    I do see other numbers within
the print with braces around them but not as frequent as the {10}.   Any
significance to this?
