[Lowfer] Odde Spectran Behaviour...

I was messing with Spectran (W98, non-SE) and noticed something odd.
Using the following settings:
- 48 KHz sampling
- 23 Hz resolution
- Horizontal scroll
From 3668 Hz to 3680 Hz, the peak amplitude display will change from,
say, -20 to -100. If the resolution is changed to 5.9 Hz, this change
will occur at about 2795 Hz (+- a few Hz...) and at 2.9 Hz this
transition occurs at about 2360 Hz or so.
I finally noticed what seemed to be happening: If the current frequency
is off the scrolling display (which has a narrower bandwidth than the
"spectrum analyzer" display on the top part) then the peak frequency
displays correctly - but not the amplitude - although it still displays
correctly on the analyzer... (It can happen at any sampling rate or
bandwidth, BTW...)
Is it just a W98 thing, or does that happen with even other OS's?
