OK, my thoughts from *extensive* experience with bureaucrats and their
forms:

Pick option 2,3 or 4. Not all of them. My personal suggestion is to pick a
reasonable ERP. This would allow you to use antenna design as another excuse
for the license. When picking an ERP remember that we have "Radiation
Hazards" at these frequencies so a low ERP (1 watt, for example) won't raise
any alarms.

I would prefer 5 to be reworded. The FCC does not understand modes. Tell
them you want to use any emission type that fits within the allocated
bandwidth. Steal the part 15 sentence describing in-band emissions and
out-of-band suppression.

I would not even try #6 where you mention communicating with other services.
I have not read part 5 in a long time but if it like most of the other parts
then you would be asking for an exception to regulation. Most parts detail
what services can intercommunicate and under what circumstances. Don't go
there.

Same goes for #9 (re: keeping a list). If you *MUST* try that tactic then
clearly indicate that the number of stations on the Dynamic License will not
exceed "X" where "X" is a rather small number. Again, I think that this
flies in the face of regulation but my ex-wife keeps reminding me that I
have been wrong in the past.

I disagree. 136 KC can support analog modes with narrow bandwidth. You may
not get great DX with a signal that wide but nearby stations could have some
fun. This is why I suggest that you not think in "modes" but, rather,
bandwidth.
