That type, with backing, reminds me of the old rubber tape I used years ago 
for house wiring connections, before plastic electrical tape became 
available. We had to cover it with 'friction tape' - a sticky fabric tape 
that is still available. We also used the friction tape on the handles of 
baseball bats.
