	Good question, and very little proof.  General signature is a steady CW
with no diurnal variation.  I was able to receiver a number parked under
a 200 kV power line where nothing else was audible, which I think is
conclusive evidence.  ONCE (only) I heard voice on one indicating some
test was going on.

	At one time several of us in this area kept a log of what we were
hearing and the same signals were heard throughout the LA basin.  One of
the reasons I was hoping someone knew more was to answer a question like
yours.
