Hi, Ed. I wasn't claiming there is a territory issue now over the PLC
usage and 137/LF, merely that it and the 137 denial are water over the
dam with regards to the BPL filing.

Yes there was a short time back. I forgot his name and can't find the
exact msg. but he sounded knowledgeable and stated that the main or
present use for the PLC is to open a line/s to disconnect it from the
grid should some emergency occur. I believe to reconnect it a field trip
would be needed to do it manually.
