A lot of folks run fiber, Robert.  Major electric companies have some of the
largest volume of unused fiber bandwidth in the country right now.  The
Municipal Electric Association of Georgia, for instance, has over a dozen
OC-3 pipes available to their member utilities, all around the state, with
tie-ins to electricity marketing centers in adjacent states.  They already
have the right-of-way and poles and towers, so it's a very convenient thing
for them to do.
