[Lowfer] Beacon List Update

Works ok with IE and Netscape 7.0 but not with Netscape 4.7.  I know 4.7
is ancient but I just can't seem to let go.  I feel sure if there is by
chance someone else out there who still uses old NS they probably also
have IE or a new NS version just for pages that require it.
