[Lowfer] Beacon List Update

The LowFER beacon listings and MedFER/HiFER listings continue to be updated
on both the Noise Floor and LWCA sites any time we receive word from a
beacon operator via part15@lwca.org.  (And once in a while, even when we
don't--but please don't count on that happening.  Be proactive with your
listing.)

My real reason for writing, though, is to enlist the help of *readers* of
the LowFER listing.  I've just made the first fundamental changes to the
code in that page since handling the updates, as a step toward being able to
automate more of the job.  Don't expect to see a visible change in the page
yet.  In fact, I'm hoping you won't!  The idea is to keep the page working
the same as before, whether you use Internet Explorer, Netscape, Mozilla,
Opera, or whatever.
