I never tried it in that application.  I first noticed it could be done in
the mid to late eighties with CB.  Running only four watts while parked in
front of a nice park on a steep hill and shrp turn we began to notice that
every now and then cars would lock up their brakes for no apparent reason
and slide out of control, others that were slowing down would suddenly speed
up then after a certain point would lock up entirely.  We soon figured out
it was our CBs causing the problem with the brakes.  Blasting cellphones and
car stereos throughout the early nineties came next.  Then when I upgraded
my HAM license in 96 or so I began to run more power on HF while mobile,
about 300W.  This did a good job of setting off most every car alarm as I
drove down a major street, they followed me like a wave. A half dozen or so
building alarms went off too, banks, offices etc.  The fun ws over until a
couple years ago when I stopped at a coffe shop and when I came out a
noticed some shmuck on a cell phone leaning against my HF antenna.  I told
my buddy watch this.  This guy was so engrossed in his conversation he never
even noticed us sliding into the truck.  I figured we could set off his
phone like a firecracker, or at least draw a good arc off the fellow.  No
luck.  I keyed up on 18 MHz which I have always had good luck with in the
past, nothing.  So I keyed up again and spun the dial through each band.
Still nothing.  After a minute or so he left.  We noticed a bit of commotion
so got out of the truck to find we set off most every fire alarm in a
several story apartment across the street, several car alarms and the coffee
shop alarm set, then triggered in silent mode...  Great fun!

Microwave would work better I am sure, smaller wavelength, but scary stuff
to me.
