No exemption from the general Part 15 "Intentional Radiator" rules exists or
is proposed for the 136 kHz region. Section 15.209 indicates that the
maximim permitted field strength would be 17.6 microvolts/Meter at 300
meters from the antenna. That's not going to get you very far. And hopefully
nobody will petition the FCC to relax that limit, as it would permit
commercial uses that would impact amateur operation.
