There are many strange and wonderful definitions of "length" in the LowFER
community. Some LowFERs claim that, since the top hat doesn't radiate, its
size is not included in the Part 15 limit. However, I believe that for a
flat top or other symmetrical Tee type of antenna, the length of the
vertical section plus half the length of the top section should not exceed
15 meters.

In the FCC proposal for a US ham band at 137 kHz, we will be limited to 100
watts transmitter output power or 1 watt EIRP, whichever is greater. The
only restriction on antenna size will be the general 200 foot height limit.
Maybe we'll be able to concentrate on being engineers and stop being lawyers
:-)
